The issue of injury prevention and the implementation of a set of measures for safe working conditions were discussed at the regional executive committee meeting
Over the 9 months of the current year, all five indicators provided for by the subprogram "Labor Protection" of the State Program for Social Protection and Employment Promotion for 2016-2020 have been fulfilled. Conditions have been improved at more than 8.5 thousand workplaces with harmful and unfavorable working conditions. The rate of occupational diseases is the lowest in the country. One case was identified in the previous and current years, while other regions recorded from 44 to 97 cases.
Sanatorium-resort treatment and health improvement play an important role in the prevention of occupational diseases. This year, over 4 thousand vouchers (107% of the target) were allocated for these purposes. 434 sanitary and domestic facilities and auxiliary premises were put into operation. Due to production modernization, working conditions have been improved at enterprises such as the Braslav branch of Gluboksky MKK, Gorodok Poultry Farm, Miory Meat Processing Plant, and others.
Currently, 1,132 full-time labor protection specialists are employed in organizations (staffing level – 99.6%). More than 12 thousand employees have improved their qualifications in this area. Thematic months, labor protection days, and seminars have been held. To stimulate employers and teams in creating healthy and safe conditions, review competitions have been organized, with the "Vitebskgrazhdanproekt" institute, Orsha DSU-39 of "Vitebskavtodor", ATP-5 (Vitebsk), and the Orsha Main Gas Pipeline Administration among the best.
Overall, significant work is being done in the region to prevent industrial injuries. However, violations and shortcomings still lead to fatalities in the workplace. In 2016, 18 people died as a result of industrial accidents, nine of whom were in agricultural organizations. An increase in fatal injuries was recorded in 11 districts.
Since the beginning of the year, 7,000 managers and officials have been brought to administrative responsibility for violating legislative requirements, with fines totaling over 513,000 rubles.Deputy Chairman of the Regional Executive Committee Vladimir Penin emphasized that the main reason for fatal and severe accidents is the non-fulfillment of labor protection requirements by managers and specialists. Why does this happen? Proper conditions are not created and control is absent, is convinced Alexander Khristoforov. Where labor protection is handled daily, everything is in order.
At the meeting, the chairman of the Committee for Agriculture and Food of the Regional Executive Committee Sergey Dogel, and the heads of Gluboksky and Lepelsky districts, where a significant increase in industrial accidents has been recorded, were heard.
Nevertheless, Deputy Minister of Labor and Social Protection of Belarus Igor Starovoitov noted that in the Vitebsk region, work to ensure safe working conditions is comprehensive. He also drew attention to the fact that there is a huge reserve in collective agreements to reduce the human factor.
Assistant to the President of the Republic of Belarus – Chief Inspector for the Vitebsk Region Alexander Poznyak also addressed the participants of the meeting. He stressed that representatives of the authorities should serve as an example of compliance with executive and labor discipline.
