The development of agriculture in the Tolochin district, as well as the improvement of the concept of training future managers, became the dominant themes of the extraordinary meeting of the regional executive committee.
The intermediate results of monitoring the situation in the agro-industrial complex, carried out by specially created working groups, set a serious tone for the discussion. The main focus of the inspectors was on problematic issues raised at the republican seminar-meeting on rural development and increasing the efficiency of the country's agricultural sector. Readiness of equipment, availability of fuel, seeds, and fertilizers are under control. And, of course, working conditions and order on the land. The announcement in the media about interdepartmental raids was not news for the farms. It would seem: forewarned is forearmed.
Inspectors visited OJSC "Zvenyachi" of the Tolochin district without prior notice. To find shortcomings in the farm, even "X-ray examination" was not needed – everything lay on the surface: garbage and waste on the territory of the mechanical workshop, disorganized equipment... The увиденное led to the application of appropriate measures, with instructions to eliminate the shortcomings in the shortest possible time. The next day, work began to correct the mistakes made. Order was established – the land breathed anew. It turns out that everything can be quickly organized and done without any serious financial investments. In reality, they wait until the gaps are pointed out. However, this should be a strict and systematic line of work for all interested services and departments, including the local inspector. Who else but him knows the state of affairs in his jurisdiction?
The origins of this state of affairs, according to the chairman of the regional executive committee, Nikolai Sherstnev, lie primarily in the lack of control over officials, as well as in the mismanagement of employees of organizations. Participants of the extraordinary meeting of the regional executive committee agree: the notorious human factor is to blame for everything. It is no secret that there are no violations where a responsible manager is at the helm, and the management system is strict. Therefore, a decision was made to establish daily personal control and responsibility of Sergey
Egorova, Chairman of the Tolochin District Executive Committee, at work in OJSC "Zvenyachi". He is assigned an important case task: to demonstrate the ability to qualitatively organize the farm's work, especially during a crucial period – the sowing campaign, which must be carried out within optimal agro-technical deadlines. Only in this way can a good foundation for the future harvest be programmed. A bonus to this is to work on finding mechanisms to increase production efficiency, motivate employees to perform quality work, and ensure labor discipline. How else can order be established?..Among the problems of the region's agro-industrial complex, which hinder its effective development, as well as in other spheres, is the shortage of good personnel. For such a mechanism to function smoothly, the rotation and succession of specialists must be ensured through the personnel reserve system. Hence, Nikolai Sherstnev's instruction to the main department of organizational and personnel work of the regional executive committee: to improve the concept of training future managers in order to produce high-caliber personnel.
— Modern conditions dictate the importance of creating a holistic system for the reproduction and renewal of the professional elite. Today, well-trained managers are needed – people who have the ability and desire to work, who possess a high sense of responsibility and purposefulness. It is necessary to select ten or twenty of the best specialists and train them for administrative work, — emphasized the chairman of the regional executive committee.
Their future is to worthily represent the link of local government and organizations. The sustainable and dynamic development of the districts will directly depend on the competence of each of them.
