Cold apartments and street snow removal. What questions did the region's residents call about during the first 'direct line' this year?

The first "direct line" with the residents of the Vitebsk region this year was held by the Deputy Chairman of the regional executive committee, Oleg Matskevich.


The New Year holidays are behind us, winter weekdays have arrived, and with them, winter problems. The January weather has caused a lot of trouble for the residents of the region, as the "direct line" with the leadership of the regional executive committee showed.

There were about thirty people who contacted the authorities, and traditionally, housing and communal services issues were in the lead.

It is alarming that many complained about the low temperature in their apartments, and this, in 30-degree frost, which we encountered at the beginning of January, is, to put it mildly, not very pleasant. Reports of temperatures not meeting requirements in apartments came from Frunze Avenue, Chkalov and Tereshkova streets in the regional center, from Polotsk and Orsha. At the same time, a whole story with temperature measurement arose on Tereshkova Street: a woman had to ask for leave from work twice, but she never waited for the measurers from the housing and maintenance department at the appointed time. They only came the third time and without the necessary equipment, she claims. In Orsha, it is cold on the first floors of one of the new buildings, and now the новосёлы (new settlers) cannot figure out who is responsible for this and who should fix the construction defects. And in Polotsk, on the first floor of one of the high-rise buildings on Marinenko Street, not only is it cold, but also the heat meters in the basement make noise, which two neighbors have been fighting for many years. According to Larisa Iosifovna, who called the "direct line," the local authorities are aware of the problem, it is periodically solved, but only temporarily.

Oleg Matskevich instructed to thoroughly investigate these situations, take measures, and report on the reasons why they have not been resolved yet.

– Regarding the temperature inside the premises, there should be no such calls; such issues must be resolved locally and immediately, – emphasized Oleg Sergeevich.

Despite the fact that Saturday was extremely snowy, there were no calls regarding

Что касается областного центра, то Олег Мацкевич тут же связался с заместителем председателя Витебского горисполкома Дмитрием Шериковым, который сообщил, что в тот момент на уборке снега были заняты 15 тракторов «Гордормоста», 15 – «Зеленхоза», задействованы многие другие организации, отдельная бригада в составе 5 единиц техники выделена на пригород. Хотя, конечно, с обилием снегопада было действительно непросто справляться.   

В целом спектр поднимаемых проблем в ходе «прямой линии» был широк. В частности, земельные вопросы в одном из сельсоветов Глубокского района и в Тулово. Из деревни Кашино Витебского района интересовались, будет ли проведена газификация населенного пункта в 2017-м, о чем ранее шла речь.

Разнообразной была и география обращений. И все же в лидерах оказались Витебск и Орша, причем из последней поступило порядка трети всех звонков, в том числе по поводу функционирования мусоропровода и вывоза мусора, ремонта детской площадки у дома, проблем с напором воды и др. Олег Мацкевич сделал соответствующие выводы и дал поручения. 

Были обращения тех, кто не первый раз звонил на «прямую линию» и оказался не согласен с полученным ответом.

– Если кто-то устраивает бумажную волокиту, разберемся, накажем, – отвечал Олег Сергеевич. – Но вопросы должны решаться только в рамках закона. Что касается чиновников, если пообещал, написал, когда и что будет сделано, – то выполняй.

Подводя итог, заместитель председателя облисполкома подчеркнул: основной пробел – жилищно-коммунальное хозяйство. По его мнению, если бы там была выстроена четкая система – местная власть плюс сами структуры ЖКХ – вопросов было бы наполовину меньше. К тому же, помимо недостатка финансирования, большую роль в данной сфере играет человеческий фактор. Ситуации с отоплением, водоснабжением и другие возникают на территории разных ЖЭУ, но где-то они решаются оперативно, а где-то людям приходится писать и ходить по инстанциям.
