Thus, on 24.06.2016, near the railway station of Vetrino, minor Ivanenko M.A. (surname changed by the author) was injured. The cause of the minor's injury was his proximity to the railway track, a pedestrian bridge, and a sudden deterioration of his health.
Also, on 08.08.2016, minor Kanareykin R.V. (surname changed by the author) was injured. The cause of the injury was the minor's non-compliance with the rules of passage along railway tracks, as well as being near the railway track while wearing headphones.
Inspections regarding the injuries were conducted by the Investigative Committee units for the Vitebsk region and the Vitebsk Department of Internal Affairs for Transport; based on the results of the inspections, decisions were made to refuse to initiate criminal proceedings. No complaints were received by the prosecutor's office regarding the decisions to refuse to initiate criminal proceedings concerning injuries to minors by rolling stock.
The Vitebsk Transport Prosecutor's Office, in order to prevent child injuries and the commission of transport crimes and offenses by minors, conducted 74 (74) presentations with reports and lectures in educational institutions located near railway transport facilities. 10 (5) articles were published in the press, 15 (5) on the Internet, and 8 (8) on television. During the specified period, 5 (5) inspections were carried out to ensure compliance with legislation on minors and youth. For the identified violations of legislation, 3 (3) proposals were submitted, 3 (2) orders were issued, and 81 (64) persons were officially warned. 10 employees of educational and trade institutions were brought to disciplinary responsibility for improper performance of their duties.
In conclusion, it should be noted that the main cause of injuries to minors is personal inattention and inadequate preventive work.
Therefore, it would be appropriate to
again, to remind adults, children, and teenagers of the basic rules of conduct on railway transport facilities:- in the dark, clothing must have reflective elements;
- railway tracks must be crossed only in designated areas, using pedestrian bridges, tunnels, crossings, and platforms, as well as in places with special signs;
- before crossing tracks on a pedestrian crossing, make sure there are no moving trains;
- when a train approaches, stop, let it pass, and only after ensuring there are no rolling stock in adjacent sections, continue crossing;
- railway crossings can only be crossed when the traffic light signal is green;
- boarding (disembarking) from carriages must be done only after the train has come to a complete stop and from the side of the platform or boarding platform.
IT IS FORBIDDEN:
- to walk on railway tracks;
- to crawl under carriages and climb over couplers to cross the tracks;
- to walk along railway tracks within 5 meters of the outer rail;
- to board or disembark from a moving train;
- to jump from the platform onto the railway tracks;
- to play active games on the platform and tracks;
- to run on the platform next to a carriage of an arriving or departing train, as well as to be within two meters of the platform edge while a train is passing;
- to approach a carriage before the train has come to a complete stop;
- during train movement, passengers must remain inside the carriage.
