Long-term objectives
In their speeches, the Prosecutor of the Vitebsk Region, Sushchinsky V.V., and the Deputy Prosecutors of the Region, Sidorovich A.V., Korenko G.A., and Guk V.I., noted that the focus of the region's prosecutor's offices was on topical issues of protecting the constitutional rights and freedoms of citizens, combating crime and corruption, and preventing offenses. Particular importance was attached to coordinating the actions of state bodies and public institutions in maintaining public order, protecting property from criminal encroachments, and preventing drunkenness, alcoholism, and drug addiction.
A comprehensive approach to organizing preventive measures made it possible to ensure a stable operational situation.
In 2016, 10,855 crimes were registered in the region, which is 442 less than the previous year. At the same time, the number of cases of grievous bodily harm, armed robbery, robbery, rape, and property theft decreased. The number of crimes committed repeatedly, while intoxicated, by minors, and in public places also decreased.
However, in some regions, the crime situation remains challenging, which is due to both objective reasons and insufficient preventive work by relevant entities.
In particular, an increase in crime in the criminal investigation sector is noted in the Rossony, Liozno, Postavy, Shumilino, and Dubrovno districts, as well as in the Oktyabrsky and Pervomaysky districts of Vitebsk city, and in Novopolotsk city.
A high proportion of recidivist crime persists in the Dokshitsy, Chashniki, Rossony, Tolochin, Orsha, Dubrovno, Verkhnedvinsk, and Zheleznodorozhny districts.

The issues of promptness and quality of criminal case investigations remain relevant (Verkhnedvinsk, Gluboksky, Dokshitsky, Liozno, Miory, Orsha, Polotsk, Ushachsky, Shumilinsky districts, Novopolotsk, Vitebsk).
The issues of compliance with environmental and land legislation, as well as the effectiveness of regulatory bodies in this area, require constant attention from prosecutors.
The adoption of specific decisions to protect the social rights of the population is necessary in the Tolochin, Polotsk, Ushachsky, Braslav, Dokshitsky, Shumilinsky districts.
Based on the results of the discussion of the prosecutor's activities, the collegium adopted a decision aimed at increasing the effectiveness of supervisory measures.
Prosecutors should further focus on supervising the implementation of legislation in the economic sphere, including the targeted and effective management of financial resources in the implementation of state programs for development and modernization of production, ensuring payment discipline and reducing accounts receivable, and compliance with tax, banking, and administrative legislation. Facts of mismanagement, embezzlement, distortion of statistical reporting, and inaction of officials of state bodies and organizations in the sphere of involving unused property in economic circulation must be suppressed.
