Deputy Prosecutor of the region Guk V.I. took part in the work of the Chashniki District Executive Committee on the issues of legality and law and order in the district

During the meeting of the district executive committee, a discussion was initiated regarding the representation submitted based on the results of the inspection conducted by the regional prosecutor's office, which severely criticized the work of the prevention entities in the Chashniki district.

In particular, according to the results of 2018, there was a 19.0% increase in crime in the region, and the number of serious and particularly serious crimes committed significantly increased. The situation related to the 86% increase in fires in 2018 and the fatalities in fires registered as early as the beginning of 2019 caused particular concern.

Current legislation requires executive and legislative authorities to organize and systematically conduct inspections of the fire safety status of settlements and housing stock. At the same time, the results of inspections conducted by the regional prosecutor's office indicate that these duties are not being properly fulfilled by local authorities in the district. The responses received by the district prosecutor to the acts of prosecutorial supervision actually indicate an absence of a principled position from the leaders in resolving the problems identified by the prosecutor.

At the meeting of the district executive committee, Deputy Prosecutor of the Region Guk V.I. emphasized that this situation is unacceptable, as failure to take measures to eliminate the identified violations of the law could lead to tragic consequences, including loss of life.

The improperly conducted work on the prevention of offenses and crimes, including serious and particularly serious crimes against individuals, the lack of proper interaction and information exchange between the subjects of offense prevention (District Department of Internal Affairs, Public Association Council, and educational institution), contributed to Bertosh S.B. inflicting grievous bodily harm on his wife Bertosh A.V., from which the latter

died at the scene.

Thus, the prosecutor's office of the region has established facts of a negligent attitude towards the performance of their official duties, both on the part of the internal affairs bodies and in the activities of interested prevention entities - the State Educational Institution "Basic School of Chashniki", the Department of Education, Sports and Tourism of the Chashniki District Executive Committee.

The facts revealed during the prosecutor's inspection could have been easily established by the interested departments, but their proper attitude towards fulfilling their duties to study the living conditions of citizens did not contribute to this, and partly contributed to the commission of a serious crime.

It should be noted that the practice of participating in the meetings of city and district executive committees when considering issues of crime prevention and other offenses with the participation of the leadership of the regional prosecutor's office is widespread and is one of the forms of activity coordination.

Thus, in the current year, the Deputy Prosecutor of the Vitebsk region, V.I. Guk, also took part in a meeting of the Postavy District Executive Committee, which considered topical issues in ensuring legality and law and order in the territory of this region.

Taking into account the existing negative trends, in 2019, the priority areas of activity for the prosecutor's offices of the region will remain the prevention of specific types of crimes, including those against life and health and in the sphere of family and domestic relations, hooliganism, as well as work with persons with a criminal record, and the intensification of supervisory measures in order to reduce the number of deaths from external causes.
