Executive Committee Meeting: How Comprehensive Development Programs Are Planned for Implementation in Orsha and Polotsk Districts
This was discussed at a meeting of the regional executive committee when considering the interim results of the implementation of program documents, which provide for a set of measures with implementation deadlines until 2023 and 2025, respectively. According to the assessment of the Chairman of the regional executive committee, Alexander Subbotin, the programs are quite extensive, and much is being done thanks to the efforts of local authorities, the assistance of regional structures, and republican management bodies.
— I hope we will continue to work together in such a coordinated manner. Moreover, external conditions are changing today — both economic and political, which creates a deficit of financial resources. All this requires maximum consolidation of efforts and concentration of resources for the high-quality implementation of all measures within the established deadlines. We need to carefully analyze the shortcomings once again, without referring to COVID and sanctions. We are gradually adapting to the changed external conditions, we need to rebuild and move forward on the path of development, — noted Alexander Subbotin.
ORSHA DYNAMICS
As reported by the Chairman of the District Executive Committee, Igor Isachenko, based on the results of the first quarter, the Orsha region has achieved good financial results, which is very important for the economic and social well-being of the region. For example, net profit increased 2.7 times compared to the same period in 2021, and sales profitability was 8.2%. The average salary is also growing. A significant increase in the local budget's own revenues is noted, even in comparable prices. The share of the entrepreneurial sector in the formation of the budget's revenue part was 33%, whereas for the entire year 2021, this figure was 27%. Incidentally, the decree provides for 14 types of preferences for the entrepreneurial sector, but in practice, only two have proven to be in demand, which is a reason for a more in-depth analysis of the effectiveness of these benefits.
Alongside business, industry and the agro-industrial complex remain budget-forming sectors. Not all planned projects in these areas are being implemented on schedule. This has been influenced by objective and subjective reasons. In particular, at the Orsha Tool Plant, the project for organizing the production of metal-cutting and auxiliary tools, which the entire country needs, requires a new investor to be identified. The multimodal industrial and logistics complex "Bremno-Orsha" is intended to be a growth point for the region, but it is currently underutilized. Company representatives have assured that they are seeking solutions to logistical problems and are making efforts to develop the complex's industrial zone. Currently, three projects are underway: the creation of a fish processing plant, the organization of a packaging complex for exporting potash fertilizers in containers, and the construction of a distribution center for the Russian company Wildberries.
Furthermore, for a number of projects and enterprises whose activities raise concerns, solutions must be sought in conjunction with the relevant ministries and concerns.
At the same time, according to Igor Isachenko's assessment, Orsha is already not inferior to the regional center in terms of living comfort.
— This is not only my opinion, it can be read about on various internet portals, in social networks. A lot of resources are invested in the social sphere. We can list for a long time the facilities that have been commissioned during the program implementation period, including in rural areas. For example, Baran, where we are commissioning a House of Culture at the end of June – no worse than the one we commissioned in Orsha. A sports complex has also been built there. Similar facilities have appeared in Bolbasovo, Babinichi. There are many other small facilities that also create favorable living conditions, — noted the chairman of the district executive committee.
A lot of effort and resources are invested in landscaping. For example, in the near future, it is planned to build a fountain in front of the Ice Arena with color lighting. POLOTSK FOUNDATION
The development program of the Polotsk district is designed to help the region become a competitive tourist and historical-cultural center of the country. Therefore, the measures (85 in total) are aimed at strengthening and expanding the district's potential in these two areas.
According to the chairman of the district executive committee, Igor Markovich, social sphere facilities are a priority. In particular, a kindergarten and a fire station are being built in the new Airport microdistrict, and plans include the construction of a cultural and recreational complex, a polyclinic, and its equipping with modern equipment. A cadet school is being built in the city center, and a training building of PSU will open on the basis of the former House of Officers. The reconstruction and restoration of the Transfiguration Church is actively underway: in 2022, about 1.2 million rubles are allocated for this from the republican and local budgets. A private company plans to open a 35-room hotel with a restaurant and banquet hall this year. In total, in 2022, more than 70 program measures are being implemented with a funding volume of 76.6 million rubles.
At the same time, due to the financial situation, there are problematic events, including in the public sector. Some of them have been suspended, such as the construction of a karting track in Polotsk, while others (the construction of 12 iron removal stations in the district) are being postponed to a later date.
— Taking the situation into account, we are taking measures to save budgetary funds and to attract extrabudgetary sources of funding to the maximum extent possible, — Igor Markovich reported.
