Executive Committee Meeting: Discussed the progress of implementing Directive No. 1 in the region
This was stated by the Chairman of the Regional Executive Committee Alexander Subbotin at a meeting of the Regional Executive Committee on November 24, where the progress of the implementation of Directive No. 1 "On measures to strengthen public safety and discipline" in the region was analyzed. According to his assessment, time has shown the effectiveness of the document, as it is based on the concern for preserving human life and preventing deaths from external controllable causes. This year, positive trends are noted in the Vitebsk region, in particular, the number of accidents with severe consequences at work has decreased, fewer intentional murders and a number of other types of crimes have been committed, the number of traffic accidents and fatalities has decreased, as well as deaths from drowning. At the same time, the analysis of the situation indicates the existence of a number of problematic issues, including those related to the Ministry of Internal Affairs and the Ministry of Emergency Situations.
Another important point. Alexander Subbotin assessed the situation with deaths from alcohol poisoning and its surrogates as critical, as about 200 people are lost annually for this reason.
— Alcohol intoxication as a risk factor runs like a red thread through all indicators, from labor discipline to committing offenses. This also includes people's careless attitude towards their health and safety, as well as the failure of managers to perform their direct official duties, and the personal indiscipline of employees at all levels. Therefore, the implementation of Directive No. 1 should be one of the key priorities for every manager. The safety and health of people, as well as the future of our country and its economic prosperity, depend on competent, responsible, and effective work in this direction, — emphasized Alexander Subbotin.
Chairman of the Committee for Labor, Employment and Social Protection of the Regional Executive Committee Alexander Khristoforov elaborated on issues related to occupational injuries. According to him, for the third consecutive year, the number of fatal occupational accidents in the Vitebsk region remains the lowest in the country. At the same time, there is currently a trend of increasing the number of injured workers (by 10%). An increase in the injury rate has been noted in organizations of communal ownership (by 16%), and the number of fatal accidents has increased in enterprises of light industry and housing and communal services. A couple more alarming facts are that the number of so-called minor injuries sustained by employees of agricultural organizations has doubled, and injuries with severe consequences have increased in the transport and communications sector. Among the main injuring factors are falls, including from height, exposure of victims to equipment and its components, and road traffic accidents.
An increase in the occupational injury rate has been allowed in 7 regions, including the territories of Vitebsk, Miory, Orsha, Postavy, and Sharkovshchina districts. At the same time, not a single such case was recorded in Rossony alone, noted Alexander Khristoforov.
Many accidents could have been avoided because eliminating their causes does not require significant time and financial costs. This refers, for example, to the failure of managers and specialists to fulfill their duties regarding labor protection, violation of safety requirements during the operation of equipment and tools, and disregard for pre-shift medical examinations or assessments.
— Ensuring that employees comply with labor discipline requirements is, first and foremost, the employer's task. However, much also depends on the employees themselves. Of course, you cannot assign a controller to every employee. At the same time, managers need to strengthen accountability for discipline and order, — believes Alexander Khristoforov.
— Occupational safety and health issues will never fade into the background, as their shortcomings cannot be compensated for or corrected. Work in such relevant areas as occupational safety and health and injury prevention will be strengthened, it is constantly under special control, — emphasized Alexander Khristoforov.
During the meeting, priorities were identified and tasks were set in the context of continuing systematic work in all areas of Directive No. 1, with an emphasis on prevention and ensuring healthy and safe working conditions, as well as production and public discipline.
